In response to the shifting needs of a digital society, governments should evolve new bureaucratic structures to accommodate new responsibilities and activities. A structural approach to data governance involves creating or adapting existing institutional structures to take advantage of data as an asset, share data, and figure out innovative ways to extract value from data.
