The government informs its constituents about its activities and asks for public comment, with the intention of incorporating their feedback.
Participatory data governance occurs when governments allow different constituents to contribute to the discussion, and are transparent and accountable about their activities to the public. The policy feedback loop, whereby policymakers seek feedback on how the public sees their efforts and then work to incorporate this feedback into future efforts, is a key part of democratic governance in general. But it is perhaps even more important in data governance, where, to be able to extract the most value possible from data while protecting people from harm, and to be able to keep up with the rapid pace of change, including outside perspectives is crucial.
